Dear Mr. Martinez,
The attachment contains the information you requested. For the sake of accuracy,
regarding question #1 on the ethnicity of Lieutenants, I know there are two (myself
included) that are descendant of one Hispanic parent and we both speak fluent
Spanish. There is one Lt. at the jail that is half Italian half Latino. Anyway, my point is
that I don’t agree with the 0% for the Lt.’s category. Also, as a matter of information,
an in-house HR survey (voluntary) conducted in 2005 revealed we had 63
employees who identified themselves as either Hispanic and fluent in Spanish or
non-Hispanic but fluent in Spanish. I don’t know at the moment where we stand two
years later but I believe the numbers are much better. It seems we have a lot more
Civilian Hispanic employees than Sworn personnel either on the road or at the jail. It
is my hope that the number of bilingual sworn officers will grow substantially during
the coming year.
