About us & our Latino Police Rating System: 

The L.O.A Florida was charted by a group of officers from Miami-Dade County.  The LOA-FLA is registered in Florida as (not for profit) 501c4. The LOA-FLA was filed on August 19, 2002 in Florida under document number N02000006250.
The LOA-FLA is a completely sovereign organization pursuant to Florida law.  


Our mission and vision is and always shall be to promote the Hispanic community, increase the representation of Latinos at the Federal, State, County and Local of the criminal justice
system. We also work hard towards enhancing the image andprofessionalism  of law enforcement in general, and Hispanics in particular.

Our Involvement to serve as positive role models for the youth and expose them to the many career opportunities in the Criminal Justice System.  Provide scholarships to worthy students pursuing a career in the Criminal Justice System.

Serve as liaison between the Hispanic community and local lawenforcement. Promote fund raising in order to finance our scholarships, youth, senior and community-related programs and activates. Network with other community organizations,
civic leaders, business leaders and individuals who share our
vision, programs and objectives. Lastly promote unity, professionalism and brotherhood among Hispanics in law enforcement.  

Latino Police Rating System: 
Every year the LOA-FLA rates Florida Police Agencies on Latino community services based on the U.S. Census report on the Latino population. The Latino Police Rating System (LPRS) conducts a detail study on Latino services from Florida Police agencies and issues a grade of service A,B,C,D,F.
Surveys are conducted from April to September and the winner is awarded the P.O. Ramon Suarez Certificate of Excellence.

The Latino Officers Association Florida, is respectfully requesting the following information pursuant to Florida Statue 119. The LOA-FLA, is a
law enforcement association registered in Florida (20-1009789). LOA-FLA, active and retired members, liaison with the Latino Community in Florida to better serve the people of Florida and our profession.

1.  Please provide us with a workforce analysis of your agency with regard to ethnic breakdown for each sworn rank structure in your agency

2.  Currently who is the liaison in the agency for the Latino community?  

3.  With regard to limited English proficiency does your agency provide translation via your web site or documentation distributed in Spanish to citizens?

4.  What was your agency budget for 2009?

5.  Did your agency obtain Federal funding / grants in 2009? If yes, what for and how much?

6.  Did your agency celebrate Hispanic Heritage Month in 2009?

7.  How many Latinos did your agency hire in 2009? vs the total of new hires.

8.  How many Latinos were promoted in 2009?

9.  Who is the highest-ranking Hispanic in your agency and what is their position?  

10. Did your agency participate in any Latino event in 2009? And if so which event?

11. Can your agency identify the first Latino hired and when ?

12. Does your agency participate in any program which detains and arrest illegals based on immigration status? 

13. Does the agency have Spanish speaking employees working all shifts in the Communications Division to facilitate better service to the community?

14. Would your agency consider being a guest on Latino POLICE Radio, an LOA-FLA Radio program?

The Latino Officers Association Florida is pleased to announce that your agency has been chosen for the Latino Police Rating System (LPRS) review. The rating system is an analysis on how your agency is serving the Latino community. Currently the United States Census Bureau shows that Florida has a Latino population of 20.2% with the National average at 14.8% as of 2006.  
The Latino Officers Association Florida has created an elite committee of professional law enforcement officials both active and retired to review your agency response. Once reviewed by the committee a score will be calculated and issued. Agencies with a high grade of A shall be awarded the “P.O. Ramon Suarez NYPD certificate of merit” for their efforts in supporting and serving the Latino community.   
This year the Latino Officers Association Florida has selected to review Florida State Police agencies.  Past winners of the Latino Police Rating System have been 2005 Miami Beach Police Dept, 2006 Clearwater Police Dept. The Latino Police Rating System is dedicated to those courageous Latinos and Latinas, which gave their lives while in the performance of their police duties in our beloved State.
Thus, pursuant to Florida State statue 119, we are respectfully requesting the following information. Your attention to this review is greatly appreciated in the service of the Latino community in Florida.
