Today, the Latino community continues to have sleepless nights because of the
escape of accused serial rapist Reynaldo Elias. While the massive Police
manhunt goes under way, Miami Dade County needs to ask serious question on
how did it get this bad?  

With major issues such as manpower shortages, equipment, and lack of
supervisions. To many supervisors have no experience and are promoted
regardless.

With the lack of an internal investigative section, which should go hand in hand
with an Emergency Service Unit for contraband detection and high-risk inmate
supervision. Equipment like the boss chair to search for contraband, which would
stop escapes and other unlawful acts in the jail.

The Department has allowed these things to happen because it simple; no one
cares. It’s all about the salary. Time after time incidents occur and nothing
happens, it’s all swept under the rug.

Many times we have meet with Department heads, county officials, County
elected officials and nothing. To quote one County Commissioner “you’re
preaching to the choir”. Well its time to start singing. As elected officials its time
to fix the problems. The primary responsibility of government is to protect it
citizens.  

Corrections with a budget of 240 million which is just short of the City of Hialeah
entire annual budget there is no excuse.

How to fix the problems its simple:

1.        Making Corrections a top priority of Miami Dade County.
2.        New leadership with experience in law enforcement, corrections and
budgetary management.
3.        Hiring: Not to lower the standards but higher them. Looking for qualified
application from across the county not just Miami. A more diversify work force.
4.        An intelligence section working with law enforcement on a daily bases and
an emergency service unit which can search for contraband and supervisor high-
risk inmates.
5.        Training: from an accredited institution: not in house.
6.        A public information Officer that can speak to 60% of the community.

To be honest their is much more to mention. Thus, we call upon our elected
officials to act because the Latino Community is at risk.

The Latino Officers Association Florida is outraged of the lack of public safety
issued
by Miami Dade Corrections. Within the county web site Miami Dade Corrections is
listed as a public Safety agency

During the Alpha / Bravo bill FEMA tours, countless officers spend hours working
units, floors and areas for no reason since the integrity of the institution is not
compromised.

Our position is not to argue with the authorities that have made this decision but
the
lake of public safety and integrity.

While residences have a real fear, Miami Dade Corrections has countless officers
sitting around and driving around Miami looking for gas.

The primary responsibility of government is to protect their citizens; Miami Dade
has
failed in the objective.

They will make an argument that we are wrong but the truth will be shown.

Officers with no radios
Officers with no firearms working outside details
Officers driving around Miami for hours looking for gas
Officers shopping
Officers with radios that speak to no one.
Officers missing from their assigned area for hours and nothing is said.

How easy would have it been to have only minimum staffing at the jails and the
rest
working in a public service / safety role. Once again the truth will show the wrong.

Any and all protections granted under the whistle blower act for Miami Dade
County,
State of Florida and Federal is demanded.
